Legacy Way Tolling System Implementation

Brisbane City Council (BCC) required the conceptualisation, specification and procurement of a vehicle tolling system for the Legacy Way road tunnel project. Cica Group, through Louben Consulting Pty Ltd, was engaged to project manage the specification, competitive procurement and implementation of a Tolling Roadside System for vehicle tolling and transition it into operation.

Brisbane City Council (BCC) required the conceptualisation, specification and procurement of a vehicle tolling system for the Legacy Way road tunnel project. The scope included:

  • Defining requirements,
  • Running a competitive procurement process (market sounding, EOI and RFP)
  • Contract appointment and management with key vendors
  • Overseeing design and development
  • Overseeing integration of the Roadside Tolling equipment to the existing Queensland Motorways Back Office System
  • Witnessing testing and commissioning until system performance was achieved
Challenge

The appointment for the Tolling system provider was some 24 months later than the Design & Construct Road contract execution. As such there were commercial issues that required resolution in regards to the introduction of updated power, data and footing details for the roadside tolling equipment.

The Legacy Way road runs parallel with adjacent non-tolled roads at the tolling points and RF barriers had to be established to prevent inadvertently charging vehicles outside the tollway.

Solution

Cica Group facilitated the procurement and installation of a vendor-supplied Tolling Roadside System that included all the roadside equipment for vehicle detection via Dedicated Short-Range Transmission tag and licence plate recognition. The project included integration of the roadside vehicle data to the Queensland Motorways back office system that constructs vehicle trips and applies charges.

Result

As Transaction Managers Cica Group successfully represented Brisbane Council’s interests throughout the procurement process and implemented an ongoing program of risk assessment to ensure that contingency scenarios were maintained at all times.
The tolling system was brought online prior to the road opening as intended.
